Saturation salvo works against any ship whose agility is LOWER than the squad point cost of the relevant missile/torpedo, so 1-agility ships are basically ALWAYS vulnerable. It's the 3-agility, stealth deviced, or cloaked ships that might squeak out of the way of a Cruise Missile or Plasma Torpedo. Unless you're talking about second edition...?

Looking at the second edition version, I would expect this card to receive some errata/corrections to change the wording to read, "up to two defense dice."

What I don't understand is why someone would continue playing 1.0, when we have 2.0 right on our doorstep!!! /s
Joking aside, i'm sure he was talking about the 2.0 version of SatSalvo, which, maybe people will correct me later, seems to me that you cannot use on 1-agility ships, unless it's obstructed.

Another good reason to include card text or image when asking rules questions!
edit: I also appreciate the people who put a '2e' or '2.0' prefix on their topics titles. Wouldn't hurt to do the same for 1.0 topics...

Like @emeraldbeacon said. you will just pick up to 2 dice and make them roll them.
An example is rolling 1.0 predator against a ship with 2 or less Pilot Ability. You can re-roll 2 dice but when you got Crit-Crit-Miss initially no one wants to do that and picks up the 1 result they don't like.
To answer the question asked. If the person only has 1 defence die you can either choose to make them re-roll it or not. FFG shouldn't restrict you from using the ability because some one has less dice than you can manipulate.

The problem is that for nearly six years we've had to parse the wording on cards, wait for FAQ' s and deal with "zero is a number". Old habits are hard to break. I was cautiously optimistic that we wouldn't have to deal with stuff like this for awhile. It looks like I was wrong.
I think it's stuff like this that will delay some 1e players entry into 2e.

To quote a famous nerf herder, "I got a bad feeling about this". According to the devs, this was over a year in the making and there are questions about wording a month before General release. Not real happy about this.
