Isn't it a core piece of information? Yeah, I know, it's online and can be downloaded but shouldn't it have been included?
Was the Rules Reference not included in the Core Set?
Legion didn’t ship with their full RRG either.
I figure it is so they can add new elements to it without the need for those silly cards that explain new mechanics.
L5R did the same; the Rules Reference is a living digital (only)reference document. It has some advantages, some drawbacks. For the long-term health of the game, I buy the justification.
Edited by -IstarilMaybe it was released early so people can start using the rules to create more hype, then sales, for 2.0. Some people are still on the fence and dont want to pay for converting over. maybe having this will help them move on up.

Oh please yes! The other day I bought a second Quadjumper and literally threw away all of the 6 or 7 reference cards that came in the pack because I already had copies all of them. I remember thinking, "Man, if only these were upgrade cards instead of useless rules reference cards."

Well, the theory does have some backing... when Legion got some new game mechanics added to the game, the rrg online was updated with the new terms and how they work, as well as clarifying things that caused questions. Historically that would have been a separate faq, but they put it right into the rrg since they could clarify at the source.
Im expecting the new rrg online to be the new rule mechanics + faq + worst case errata all in one. Only thing it won’t be is the points, which are the app
If you're playing with quick builds on your kitchen table, the base rules are probably enough. You can make up whatever clarification is needed.
Tournament players have a one stop shop for all detailed rulings and FAQs and errata. It's probably going to be a cleaner system.
