Can EU or EH change a red linked action to white?

Nope. It just adds an unlinked white barrel roll or white boost to your action bar. (same for Tactical officer with Coordinate)
Debris Gambit is the only upgrade that actually improves the difficulty of actions.
Look again at those two upgrades. Neither says "Treat your [boost/barrel roll] actions as white." They just add white versions of those actions to your action bar. Presumably, if it matters, you still have the red version that you were using to qualify for the upgrade's restriction in the first place.
And the new Rules Reference is very clear about the difference between your Action Bar and your Linked Action Bar, and that upgrades are adding actions to the former, not the latter.
(Tangent: Do we know whether having a particular action only in your Linked Action Bar counts for upgrade restrictions?)

I don't think so. Expert Handling looks like it requires a red barrel roll action, and there isn't a red BR on the TIE/ag.

Correct. There isn't (yet) an upgrade which says "after you perform a red action", but it's not unforeseeable, and that option would still be available to (for example) an expert handling Y-wing.
As a linked q.. If one has both a barrel roll on his 'tool bar', and an upgrade (say R7-T1) gives him a boost, could he do BOTH in the round?
Yes. Boosting does not preclude barrel rolling or vice versa, but you have to have multiple actions to do both in one round e.g. from coordinate, afterburner, etc.
But isn't the 'action' part (where one does barrel rolls), coming Before weapons fire phase, which is where one gets a free boost from the droid (well a poss free boost that is)?
You can do actions whenever an upgrade or ability tells you to, in addition to the one you get in your Perform Action step. In either edition.
R7-T1is a first edition upgrade that lets you spend an action usually during your Perform Action step to do two actions at once. The free boost happens as part of the action that it offers.

This. R7-T1 does not trigger in the combat phase.
A better example is Turr Phennir. He may perform a free boost or barrel roll after attacking (in 2.0, his ability is the same except he may do this even if he's stressed).
Turr Phennir may move, then boost as an action, then in the combat phase may attack then barrel roll as a free action, all in the same turn.
