Asking for my new friend Midnight Night (Omega Leader) because 2.0 Reinforce adds an evade result but during the Neutralize Results step.

What is your opinion ?

On page 9 of the 2.0 reference rules, the Dice Modification section states:

Quote

Dice modification occurs during the respective Modify Attack Dice or Modify Defense Dice step, unless otherwise stated.

On page 15 of the 2.0 reference rules, the Reinforce section states:

Quote

During the Neutralize Results step, if the attack would hit and there is more than one Hit/Crit result remaining, one Evade result is added to cancel one result.

Yes. That is a dice modification occuring at a time otherwise stated.

Adding results is listed on page 9 right under what you cited as an example of a modification.

When an effect occurs is irrelevant. As far as determining whether it is a modification, all that matters is what it does. This is true for both editions.
