Reinforce is still adding a result which cant be done if locked by Midnight, if that's what you're suggesting.

Reinforce takes place in the Neutralize step, not in the Modification step.

So, this is not a modification, and thus, not affected by Midnight.

Adding results counts as a dice modification now.
