RRG states the skirmish setup order is:
1. bring armies
2. determine initiative
3. mission setup
4. deployment (including choosing sides)
5. draw cards

I assume this means on Tarkin Initiative Laboratory you take turns placing weapons during the mission setup stage before you have selected sides. This seems like how you are supposed to do it based on the rules but doesn't feel right to me.
