When you have the unfortunate encounter at a location with a gate and monster appearing I know that

A) The gate appears and the investigator is sucked to the other world location and is placed on their side as being delayed.

B) The monster then appears so it is waiting there (assuming no movement) for the investigator to come back.

The question is, does the investigator then have an encounter in the other world location during the other world phase? Since he's delayed he would then have three encounters in the other world. (One on the sucked in phase, one the phase after standing and then the final phase in the right side of the other world.)

Yes, as long as you're in the Other World during Phase 4 you will get an encounter. This does mean one more encounter than normal before returning.
