Quite frankly they could have left Seismic Torps as they were for 2.0. They'd be forward-only seismic bombs that go off at initiative rather than at the end of the activation for the same effect. That would justify the less uses of it and/or higher cost since its only quicker to go off but does no extra damage. And eats an action of course.
