Can a T-65 use Autothrusters, even when the s-foils are open?

I think yes, because you only need a boost to equip the card, not use it

A T65 cannot equip Autothrusters at all.

You only get the Boost action when S Foils activate, which is when it's placed during setup.

You don't have boost during list building, so no ATs.

The second part, about the Kihraxz fighter, is correct, however.

If a ship with Engine Upgrade and Autothrusters has Engine Upgrade deleted by Boba Fett, they can still use Autothrusters.

I'll reiterate what @thespaceinvader said, though, about a T-65 not really* being able to equip Autothrusters. Dual Cards, such as Servomotor S-Foils, don't impact the game until setup. For example, Snap Wexley with Adaptabiltiy cannot equip Black One, since that requires a PS 7 or higher. Because dual cards don't take effect until deployment, Snap is only a PS 6 until after setup, which is too late for equipping Black One. I figured it'd be good to illustrate the point with a different example which works the same way.

*Technically, you could equip Engine Upgarde and Autothrusters on an X-Wing with Renegade Refit, but that's 6 points compared to the 0 points of S-Foils and Integrated Astromech, so it's almost surely a much worse idea.

Derp I'm forgetting that it's Refit that gives the extra mod slot, not S Foils.

So yeah, you can get AT/EU, but not S Foils/AT.
