When you look up Charge in the RRG, it doesn't say anything about "action". Just that it triggers upon entering base contact.

I can only guess that the reminder text is the actual intent because it follows the format set by other similar abilities (Relentless and Steady). It also follows the pattern that the ability to perform multiple attacks within a single round is quite rare, and is currently only possible for Commanders utilizing their own command cards (Implacable, Coordinated Bombardment, Max Firepower, and SoS).

Ok I have something, charge says you get to do a free melee attack action and under attack it says you can only do one attack action free or as you action during your activation since it’s not Lukes activation he doesn’t get to do his melee attack . How does that stack up ?

Well, there’s nothing that prevents you from performing actions and triggering abilities outside of your activation. If there was, then Palpatine’s “pull the strings” ability would be useless. With his ability, a unit can potentially get a second attack action within a single game round.

The passage you refer to places limits on what can be done during your activation. You only get one attack action during your activation, but if you are somehow granted an action outside your activation, you’re free to do it and use any triggers without those limitations.

And finally, Charge doesn’t say it can only be used during your activation.

I don't think you would be able to because Charge says, "after you perform a move action, you may perform a free melee attack action," while No Time For Sorrows says, "when a friendly trooper unit is issued an order, it may perform a 1-speed move." Since it is not a move action on Leia's command card then you can't trigger charge but with Palpatine's Pulling the Strings, it says you perform a move action so you can trigger charge/relentless/steady.

This seems a little bit to be a question of RAW vs. RAI. Even if rules-as-written may could be interpreted as charge can also trigger after a move and not a move action, it clearly isn't rules-as-intended. If otherwise Lukes charge would also trigger, when Darth Vader uses his "Force Push" to bring him in base contact with himself or any other imperial unit.

IMHO "Charge" makes more sense interpreted to need a move action.

Looks like we know what the other auxiliary generic figures do. There's a repair figure or medical figure on addition to the commander and the comms figure. The robot is either the repair figure or has another unknown function.
