The obvious counter is Bothans, many many Bothans. You just tire Palp and his guards out and make them take a lunch break. There is no such thing as unlimited power on an empty stomach.

Chewie as an operative is very likely. Sabine would be cool but probably too close to Boba Fett in abilities.
I would welcome Bothan spies or Wookie warriors if only for the added species diversity that the Rebels need. They are supposed to be an alliance of a bunch of worlds.
Introducing Obi-wan, Yoda or Ashoka runs the risk of overshadowing Luke. I'd be more excited for a commander that falls somewhere between Luke and Han/Leia in points and power level. Maybe Ezra Bridger.
I agree that the rebels don'd need a super expensive analogue to the Emperor, they should be struggling against a superior foe using clever tricks and unexpected tactics.

Chewie is my vote and after looking at rebel honor guard I could see their addition making sense. Ild love Wookiee’s or even Ewoks but honor guard seems most likely.
Ewok’s could have low profile, Spears, and rock slings. As a rebel player I would have fun with them.

If that one mission in Empire at War was any indication, its not gonna go well for the Bothans.
