Contacted FFG OP about a couple of things:
"Couple of quick GenCon related questions.
1. I know the Grand Kotei legality is the first four Element Cycle packs, but will packs five and six be legal for any side events?
2. Just confirming: Hatamoto status is only lost if a different clan is played at a Kotei or higher, correct? So Skirmishes anf Proving Grounds wouldn't put it at risk?

Their reply:
"1) Yes. Any further packs will be available for Skirmish events (but not Proving Grounds).
2) Correct. Kotei or World Championship are the only events where a Hatamoto would lost their status."
