This is confusing. To me, the "Yes" is saying, "Yes, you can measure before committing to the action", but what is said after, is clearly a "no". (from pg 23 of the FAQ)

It's poorly written.

Don't expect to see it fixed with 2e bearing down.

Well, yes and no. Check what it says about boosts on page 6 of the FAQ. What you cannot do, is measure things before choosing an action (like a boost). The only measurement allowed when performing a boost, is to see if your chosen boost direction will fit without overlapping obstacles or ships.

Keep in mind this is 1e FAQ specific...

Referencing 'Performing a Barrel Roll' and 'Performing a Boost' on p.6 (FAQ4.4.1) the order of operations goes something like this:

1. Call your direction of choice

2. Put down your template and see if it fits

2a. It fits, you place your ship, and remove the template.

2b. It does not fit, you leave the ship in its original position, remove the template, and now have the option to boost a different direction or take a different action altogether.

At the point of 2a you have committed to, and indeed completed, the boost action. On the other hand with 2b, you are not committed and can still do anything you want.

TL;DR : So as I read it, you are only committed to the action if you measure and it fits! Otherwise you are not committed in the slightest! ?

Notable here is that, in terms of a barrel roll (and First Edition Rules), you have to check all positions for placing the template, AND placing the ship, before determining that you can't fit that particular reposition. You may want to roll out of the way of a rock, but if the only way you can fit is directly BEHIND said rock... well, sucks to be you.

(This is also a good place to point out that cards like Dash Rendar and Collision Detector allow you to perform actions over obstacles... but they don't always free you from the CONSEQUENCES of said obstacles.
