My idea for a Moto is it to be completely different from the traditional Matsu, and I feel Moto stands further apart then Shinjo and Utaku?

Though Shinjo might also work well, I guess.

Since this is meant to introduce new players to the Rokugan setting, I'm not sure they'd want to have a character type that is essentially an uncouth Mongol barbarian as one of the example characters.

The Moto existed as a small family in the Unicorn from the get-go: they were the ones that mostly dealt with the outside world. After the Shinjo-Kolat thing, their external portion arrived in Rokugan as well and became much more prominent.

The characters we have are all from the ruling families, so we might be able to extrapolate from that: Hida Bushi, Bayushi Courtier, Shinjo Bushi/Scout

And based on the name guide in the new article, it looks like this is most likely correct (at least in terms of family).
