I don't think that the Grand Inquisitor will be a commander, he could come more as an operative.

i doubt any character that has a lightsaber would be less than 180pts without being barebutt naked costs. Even cheaper than Luke would be pushing it.

Ezra would be the only cheaper one i could see but even then still pricy. His lightsaber is pretty pathetic though by comparison to real ones.

Pierce is crazy strong, and as a result being immune to pierce is even stronger. That alone justifies high costs.
