The new phoenix void role locked spell also counters iron mine. Having two fate phases means you need 2 iron mines to keep 1 character without fate around.
Iron Mine need a Nerf?
They could make a ruling that holdings automatically discard on broken provinces so if you're going to have an Iron Mine, at least have it ONLY on unbroken provinces which are able to be attacked and destroyed by the opponent.
Iron Mines flipping on broken provinces are impossible to counter.

I think your suggestion to punish isn't going to make the game better. Incentivizing low is the way to make it work. The draw phase already punishes bidding high. Punishing more won't stop people always bidding high, it will just make that punish card an auto-include in every deck...whoever gets the most wins. Scorpion will still bid high, run that punish card AND run cancels for yours.
Scorpion doesn't care about your honor total being higher, they just care about their hand advantage and letting their dishonor tech punish you. Between the plethora of ways they can dishonor you, messing with your ability to assign by harpoons and the control of Forged Edicts allowing them to stay on top of your power cards they ride their card advantage to just stopping breaks on your part and token attacks on their part to ship at your honor and keep theirs afloat.
Trust me I have one of the best Scorpions in the discord league in my play group I've seen how he can manage most decks even when they are trying to honor pressure them.
