Tractor Beam + Obstacles

One small question about Tractor Beams, and how they interact with obstacles. Obviously, putting a ship onto a debris cloud or asteroid is legal, as defined in the rules. And we know that if you reposition a ship onto an obstacle, it immediately suffers the effects of said obstacle (Collision Detector, of course, prevents critical damage results from mattering). But here's the million dollar question...

...can I barrel roll or boost an opponent's ship, if the maneuver TEMPLATE would overlap an obstacle? I can't find any ruling that says it is either allowed or prohibited, aside from the rulings within the boost and barrel roll actions (that say you can't overlap), and the tractor beam token rules (that say it's not a boost or barrel roll action).

This question again..

The latest we have on this is a ruling from the judges at worlds saying the template can overlap.

(Also there's the whole argument that dash can use his templates over obstacles with a similar wording)
