Been playing for only a week so far and ran into an interesting question. A PC shot a las pistol twice at point blank, because of called shot both hits were to the head. Due to poor rolling coupled with helmet and toughness damage reduction the result was no damage. The question came up should a person get toughness DR for the second shot as both shots happened in one PC's action phase. I honestly did not know what to do and so just yes. I have read the bible that is the rule book only a few times and so I am still learning but it does seem strange that a person can get shot in the head twice and take no wounds. How do you deal with this possibility.
Noob Shooting question
You do get your full armor and toughness bonus for every individual hit. Getting shot in the head and escaping unhurt... the target got lucky. It was a graze, messed up his hair, burned off his earlobe, whatever.
Consider, even if the shot had done damage, given the way wounds work the target would not have been hindered at all unless he was reduced to critical wounds. It's the odd effects of a hit point-style system.
I have a player who regularly relates of tale of an rpg in which his character was forced to shot another PC in the back of the head at point blank range, hitting and doing max damage... the other PC, in character, turned around and demanded to know what he was doing... because despite taking a bullet to his brain, his hit points were still positive and he could act normally. Such is "life" in games like this.
Generally, in games like this, normal damage consists of grazes, cuts, nothing like threatening. It's not until critical damage, once the target has been worn down with all the little injuries, that they get sloppy or unlucky and get a solid hit on them.
Plus, if you look on news sites and the like, people do routinely get shot in the head in warzones, and the armour (and if that fails, their skulls) deflect the shot to turn what could/should have been a fatal hit into a bad cut or graze.

Although you didn't ask, I feel compelled (probably by the mighty Daemon of the RAW) to say that there's something not quite possible in here: A PC can't shoot twice with a weapon in a single turn. This is governed by the "no two half-actions of the same type" clause.
However, if the PC had the Dual Shot talent and used two laspistols, it would have worked, since Dual Shot specifies that toughness is subtracted only once from the damage.
