Question: Does anyone know why pilot skills are so low in X-Wing 2.0?

Initiative (the new name for pilot skill) ranges from 1-6.
Initiative (previously known as Pilot Skill) now tops out at 6. Check out the Team Covenant Video , where the lead designer explains their rationale. Basically PS 2-4 were a dead zone, so they decided to compress the whole thing.
There is also no more Veteran Instinct, although some cards have different initiatives for different phases. For example: Han Solo Crew Activates & shoots turrets at Initiave 7.
