If my opponent blocks indirect damage with shields does my Partisans ability still trigger?

Yes cause you still dealt the damage

"dealt" means you assigned the damage. Blocked or not is irrelevant unless there is an effect calling out if it was blocked (i.e. kylo's saber if i recall correctly rerolls if its blocked)
