If a hero has Ghost Armor and is attacked by a red spider, can she/he spend fatigue to not be webbed?

No. Ghost armour works on wounds. Web triggers as long as damage is dealt. Damage and wounds are not the same and you need to understand the difference between them.
Damage is what comes from the dice and special abilities etc. It is in effect the 'raw attack', before it hits the hero. You generally only do no damage by missing or by having Blue and yellow dice which have faces with no heart symbols.
Wounds are the result of an attack on a hero. They happen after armour has been applied. Damage converts to wounds after subtracting armour, then wounds can be prevented by Ghost armour, shield and some other effects. But even if the wounds were prevented, the damage was still done in the first place.

Not trying to nit-pick here, just asking a question, you also do no damage if the attack fails to get the required range to the target correct?
*Edit* Nevermind, I seem to remember now that the rulebook says an attack that doesn't get the required range to the target is a "Miss" the same as if you rolled an "x", so you would indeed deal no damage. Someone can correct me if I'm wrong though, I don't have the rulebook in front of me atm.
