The important part of the rules here is this:

"If an ability lets a player draw tactic cards, he retrieves that many cards of his choice from his discard pile and returns them to his deck."

So, if you already have any advanced tactic cards in your discard pile, when a combat begins in where Tagge is participating, you can play that card to retrieve up to 3 advanced tactic cards from your discard pile and use them as normal.
