Or only the caster? The card doesn't specify (and based on the text I'd argue it can work on anyone, but it is a CotDP card). Does anyone know if there's an official ruling on it?
Can Premonition be cast on any investigator?
Spells in general are only castable on the caster. Those that specifically allow them to affect another investigator mention that (Cloud Memory and Heal, Bless and Call Friend come to mind).

I know, that's why I think it's a CotDP error. However, as far as I know there's nowhere in any of the manuals or errata saying this. So I think there'll probably need to be a specific statement against it.
I don't think it does work on another investigator, even from a thematic POV (which can be iffy at times). Caster knows a Spell how to have a Premonition of what's to come, knows how to interpret those visions thanks to his intimate knowledge with the Spell, sure, cast it on another character, but it won't help them, they aren't in tune enough with the mystical energies to make the correct interpretations.

Also, none of the other four Spells mentioned that can affect another investigator have an "Any Phase" casting time. Instead, they have one specific phase in which they can be cast in. To me that is meant to simplify things, that you can affect another investigator, but only during specific phases.

Ah, but you could argue you are thematically causing someone else to have a premonition ;')
(Again, I think it will be ruled to be that you can only cast it on yourself, but I want a definite ruling, and if one isn't provided, for it to be put in the FAQ one way or the other).

::Shrug:: there's already an official ruling that premonition can be used in the middle of an encounter (which is already a violation of normal rules).
Yep, but to me that's even more of an indication that it's meant to be cast on yourself. How do you know when the other investigator has their encounter, so you can Premonition him/her? 20s didn't have cell phones or Twitter I don't think
