Thoughts?

It's often hard to get TLs on plain Z-95s. I'd try to swap a few around to get XX-23 S-Thread Tracers. I'm not sure the best way to do it with a mini-swarm, but I know there have been successful 7-ship Z-95 swarms with either 4x Tracers, 3x Harpoons or 3x Tracers, 4x Cruise. Swapping some number of those for a heavier ship might work. My worry is that a mini-swarm doesn't have the weight of fire that a full swarm has. My understanding is that for most of X-Wing either pure TIE Swarm or pure Aces have often worked better than a mixed Mini-swarm + Single Ace list.
