G7-X vs. Planetary Ion Cannon

Timing on one is "After placing obstacles," timing on another is "before deploying fleets." Same timing window, or different? My thinking was that planetary ion cannons are placed first, then grav well token. My opponent thought they have the same timing window, and it comes down to first player / second player. Since I was first player, I placed my grav well token before he put down his planetary ion cannons.

After deploying obstacles is before - before deploying fleets.

This is because after and before are “immediate”.
