Can you perform an action if you bump a ship and does it have to be an enemy ship

If you bump you lose your normal action. If you are by some effect awarded a free action, this can be performed if the conditions apply (for example Tie/x7 title ecplicitly says if you didn't bump).

Doesn't matter if it's friendly or not.

Specifically, if you overlap another ship, you lose your Perform Action Step . This means that the usual action you get after executing a maneuver is no longer available to you. This doesn't stop you from otherwise performing actions you get from other sources - another ship could use Coordinate to give you another action, or Airen Cracken could grant you an action after he attacks, for example. The Dauntless title also allows you to perform an action after a "bump," at the cost of a stress token after the fact.
