Veers can give the E-WEB's aim tokens each turn to maximize their firepower, so they can spend one action to flip Barrage Generator instead of aiming. Speeder Bikes can use HQ Uplink to get an order on vital turns.

If you stay close to the E-WEBs and have HQ Uplink on the bikes, then you don't really need to have commanding presence. If I were running 2 E-WEBs, I would probably run it something like this:

Maybe even drop some extra troopers and stuff for scout troopers, depending on the cost of the heavy weapons.

It makes some sense to have HQ uplinks on the E-Webs if you plan to be recovering with them anyway. That way they always have their barrage generator and uplink refreshed and ready to go as well as relieving suppression. Veers can then focus on ordering the troopers and bikes with long range comms. Scouts with long range comms could be handy if you're holding Veers back.
