i read damned cities i must say that globaly i find it better than the previous one appart fro one thong. the npc are disapointing well not all. the arbits ar correct just corect. but look at the undertows queen and king. they are under the non decribd npc like thug dissolute noble killer and other... and they are suposed to be king and queens of the crimes.

how can they be the alpha of a wolf packs while having the streng of a pup?

in the previous adventures importants npc has above average stats because they are importants. do you share my opinion on it?

I think that i will use non important npc stats who are better and give them the backround of the important npc.

what is your solution about it?

Personal badassery doesn't seem as important as influence and contacts when it comes to being kings and queens of crime, though just to survive to become such a king or queen of crime seems like it would require a bit more personal badassery than the attributes of one of the hundreds of thousands of punk thugs... What a conundrum!

I do not see it as a problem. The only thing that troubles me a little is "FEL" and "INT". Perhaps one can add +10 on FEL and +5 on INT if one pleases..but overall, we are talking about crime king in pins from a pool they believe to be an ocean...but it is just that: a small, stinky pool that starts to dry out. Those aren´t sharks ruling the big bad deep dark ocean. They might be the biggest teethed fish in the pool, but they really aren´t sharks. And remember: their pool is the city of Sinophia...and that´s it!
