I think that's the intent. Pao from the movie is about the size of a tall jawa

According to the rogue One visual guide Pao is 1.72 m or about 5'6'' , that might be a bit shorter than the average human but hardly Jawa sized

it's very clear the mini is sculpted with 28mm in mind, I agree that he doesn't look too much out of place though, maybe because he is an alien, YMMV I didn't specifically buy him for Legion, so I'm still happy I got him, but if he was a bit bigger I would have put him on a Legion base , now he'll be put on a regular 25 mm round slotta and join the rest of my Misc Sci-fi minis

"Tall Jawa" sized ?. There are quite a few jawas just a head shorter than C3PO

I kinda like how he's a bit shorter. Stands out more. Then again, I suppose super competitive people might has LOS issues.

Beside Pao, it looks like shapeways heads set
