While the IMPLICATION is that the difficulty is increased by one step ( Blue to White , White to Red ), the fact is that until we can see the rules...

If we could choose how much we increase the difficulty we would also be able to choose how much we reduce the difficulty with cards like R-4 Astromech. I am 100% sure R-4 Astromech can not make red maneuvers blue and as an extension of that any card that says increase difficulty will only do so 1 step.
I think it's probably safe to presume that all "increase" or "decrease" the difficulty rules only do one step. For example, Damaged Engine now increases the difficulty of your turns, so Blue/Green-turn ships aren't entirely ****ed now. FFG simply could have stuck with the old language, but changed it. Likewise, R4 Astromech and Nien Nunb refer to decreasing difficulty, rather than changing the difficulty to Blue.
Absent more information, if I were a TO at an event, I'd rule "increase" only means one step, and not a choice.
