What's a general?

Because General Veers is a commander but General Weiss is just an upgrade. At first I thought maybe it's like Wedge, but Wedge is a fighter pilot and any rank he holds would apply to fighter combat not ground combat. Weiss, he is a ground combat General, there are numerous examples of generals leading from tanks or vehicles, in star wars we even have Veers in Blizzard 1 (the size of the AT-AT precluding him from leading from it.... for now.)

So, would any of you want to see Weiss given a commander model, to be stuck in an AT-STs hatch and made a legion commander?

So, we've got Maximilian Veers, well known and recognizable figure from one of the original movies. Of course he's going to be a commander, one of the two best choices for the second Imperial commander (the top of those probably being General Tagge).

Weiss is a pilot upgrade because of who he is. His whole story as an antagonist in the core box campaign of Imperial Assault is that he's involved in weapons development, specifically making the AT-ST a more efficient combat platform.

I don't see the problem here.

The real question is when do I get my Chewbacca operative?

My issue is why is he a General then? In IA he's the leader of a group of Imperials and he's leading troops in combat, here he's just an upgrade. He's not like Director Krennic (who will hopefully wind up one of our commanders) who holds a rank that places him as a weapons developer with authority, Weiss is a General, a rank that holds distinction in combat. I have no problem with an upgrade for an AT-ST, but why such a high rank for such a mundane upgrade, they made him up in the first place for one of their games, why couldn't they make up a sergeant or lieutenant for one of their games? They didn't even bother to make a model of him, so its not like they were trying to save money reusing previous concept art or model CAD designs.

Its not a big deal, just seems odd. It'd also be cool to have an AT-ST commander.

FFG wanted a named pilot to play opposite number to Wedge from the T-47, and General Weiss was the only one to hand?

I get where you're coming from though, it seems like he should be a Commander choice.

Maybe we'll get a profile for him and his AT-ST in future?

He's a General.

But Veers is his superior.

Also, Weiss wasn't in the movies and suits being an AT-ST upgrade better.

Yeah, but also think about what effect he gives. Arsenal 2

His whole shtick is that he made the AT-ST a better weapons platform.

They do try to match the effects of named characters to what they do (if they can). It's like how Biggs takes damage for others in Xwing and Armada.

A different AT-ST pilot would have different effect on the unit.

Finally, he's a general because he's been a general since they wrote him to be a general in 2014.

Seriously? Tagge had one scene with any lines in the movie (two if you're generous and count "We have arrived at Alderaan" as contributing to a scene). And he was never even named in it. The vast majority of consumers, even those who are Star Wars fans, wouldn't have any idea who he was.

Legion is designed with the intent of commanders being troopers (or at least some unit with a courage value of some kind) as evidenced by only trooper units being eligible to become commander.

Vehicles as commanders mean either the vehicle now has to have a Courage value (and be pinnable) or to be treated as having a "-" courage value, making all units within range of the vehicle commander immune to panic. Either solution presents an interesting challenge. A pinned vehicle would likely warrant different rules than a pinned infantry unit. For instance, it's hard to believe an AT-ST could get into cover in open ground, unlike prone infantry. Also, now a single hit from an ion weapon prior to the vehicle's activation could cost it both actions, one lost to the pin, one lost to the ion token. A sturdy unit providing an aura that prevents units from panicking would be very expensive in order to be remotely balanced, and the AT-ST is already pretty pricey.
