Does this let the Tie Aggressor link into a white evade if the other conditions are met?

Maybe, maybe not. I don't entirely know how linked actions are treated. For example a "red linked evade action" might not be the same thing as a "red evade action." Without more information, I'd be inclined to allow it, though.
Pretty much.
It's impossible to give clear rules answers to anything in 2e yet, because we simply don't know the rules.
Anyone who says otherwise is lying. Unless they're a dev, and even then, it's not unlikely that they're referring to an older draft or deprecated wording.
From what I have seen in the couple of demos I have witnessed, this does work, but nothing is set until we get an official rule book/app.
Looking at it from a wording issue, I would be inclined to say that yes, it does work. A linked action is still an action, and an action's color is defined by its cards. In this case, you would perform your white barrel roll, then link to a red evade, then trigger the game text of Debris Gambit... meaning that any nearby obstacles turn the action into a white evade, instead.
Voila... a highly specific PTL without stress at the cost of your EPT slot!

While it doesn't answer the OP's question, it should be noted that this is not the only way to trigger Debris Gambit on the Aggressor. The Debris Gambit card adds a stand-alone red evade to any small or medium ships' action bar. So a TIE Aggressor would also be able to perform a red evade (and possibly trigger the card text) even without having to barrel roll first.
