Pilot skill is much more important in activation phase.
edit - derp, not familar w/ new phases yet, but it's still not going to be stapled to everything, because it can't be.

"At the start of the engagement phase...". Shooting first isn't the reason everyone was taking VI in 1.0.
PS was mostly only used for positioning- Typically shooting last was better if you weren't in danger of getting PS killed.
This takes a force slot and a force token. It would only maybe be worth it if it was free.
In the words of a wiser man than I- If you were planning on taking this because you think it is strong, you were never in any danger of being good at the game. (At least listbuilding)
It requires force power, only works in engagement phase and likely won't be as cheap.

Shooting first during combat? ****, we already know that’s OP. That’s why Roark Garnet has been the top ship in the meta since he released.

I mean, getting PS kills is pretty important - but much more so in this 1.0 meta where you'll be erased in 1 shot, guaranteed. I remember even back in like Wave 6-7 or so where you weren't guaranteed to have to evade (or just tank) 4 hits. PS killing was a much less critical thing. If it returns to a time of less consistent offensive output where lower-I ships can fire back with regularity, then I highly doubt it will be a problem.
No reason to freak out on this one.
This could still be really good on a few lower initiative pilots with nasty effects that trigger when attacking.
I imagine this will be good on generic Inquisitors, but not much else.

Yeah, Hightened Perception is far from being the new Vet Instincts. The user might be able to shoot first, but they’re gonna still have to position well during movement without “hightened” knowledge.
Maybe Asajj if Shadow Caster Title is the same, to tractor beam for the squad.
You don't actually understand how this card works, or what it does, do you?
It's okay. Second edition has changed the wording on some things, and you may have missed that info. That's fine. This is a learning moment.
But maybe, just maybe, take a minute to learn what's up before posting "The Sky is Falling!"

Yeah, I'm not sure who would even want this card if it were free. Shooting first rarely makes a difference. I'd rather have the force for mods.

Also this is useless on Vader/Luke or any other I6 Force User UNLESS your opponent brings a I6 pilot. Bring Vader with Perception but they have only I5 and less pilots? Congrats completely wasted slot that could of had the Boost/Barrel Roll premove or the Intel agent so you know where people are going to be. Also it costs 1 Force token so thats 1 less to take extra actions or to modify dice, or maybe do anything if its a 1 Force pilot.

What Initiative are your force users at already? I mean Luke, Kylo, and Vader are already shooting pretty early to begin with. Inquisitors, Asajj?

Yeah this. Of the powers we've seen so far I think this will be the best use of this card as cheap (??) ish inquisitors are at risk of getting initiative killed without shooting. im sure there will be more useful cards for higher initiative pilots.

I actually built a janky 4-ship Rebel list where Roark would trigger one, who had that ept to pass their PS to a buddy, so I’d get 2 going at ps 12
it never really caught on though.

I used to do that with Roark for Nera Dantels and a buddy to fire Flechette Torps, back before the Phantom nerf. Stress Whisper before she could shoot so she couldn't re-cloak. Worked pretty well, but did not hold up against the other half of the meta dominated by fat turrets.
