Quick question: If I hit someone ,who has been harpooned, with a crit and then their teammate uses draw their fire to suffer the uncanceled crit does the harpoons splash damage effect trigger?

The Harpooned! effect will still trigger.

Harpwned! triggers off an uncancelled crit. Draw their Fire doesn't prevent a crit from being uncancelled, it just changes who suffers the damage from it. All effects relating to hitting (losing Stealth Device) or having an uncancelled crit ( Harpoont! ), other than the damage, will be suffered by the defender. To that end, Draw Their Fire does essentially prevent Kylo Ren's I'll Show You The Dark Side from being meaningful. Because the DTF ship suffers the damage instead of the defender, ISYTDS doesn't trigger on the defender.
