TBF, He was plotting to betray the Emperor since the moment he completed his mission on Mustafar and wanted to rule the galaxy with his wife (Ep.3), and then later, his son (Ep.5).
He just never saw his chance to take a shot at him until he was forced to make a move.

Well, “plotting to betray his master” is part of the Sith way. If he wasn’t doing so, he’d be a weak apprentice. And he planned to use his boy in doing so from the minute he learned who Luke was.
Then he upped and killed Sheeve to save Luke, rather than to take over.

While its completely the Sith way for the apprentice to slay the master if (and when) they eventually show weakness, I'm not sure how much time Darth Sidious had to impart Sith lessons and traditions upon Vader between him joining Sidious, being sent to wipe out the Jedi Temple, and then sent to Mustafar to clean up the CIS leadership. Stuff went down pretty fast.
Maybe during one of their previous chats, then Senator Palpatine mentioned something like "a student should never continue to serve someone they think the have surpassed in power", but otherwise, Vader picked up the idea of betraying him pretty dang fast.
