I have a friend that puts it on a Victory-1 with ACMs. Spam navigate, and if a thing gets close, change to concentrate fire.

Meh, It was the go to turbolaser upgrade for Salvation until spinalis cane out. It's not bad, it's just that most ships that want it have better, more expensive options.

I'd say PDR has to be the overall worst card in the game right now, if I had to pick just one.

a CR90A "Vette Lot" Lot with Ackbar makes them pretty good, either you shoot 4 from the side, or 3 from the front +1 for ConFires. That's a potential 10 die at long for 100 points. Keep a Jania's Light TRC hanging around for fun too.

Fair enough, I haven't used Scout hammerheads in a while, but still found TRCs to be much more useable.

Maybe TRCs are just what make it bad? I don't know, I find if anyone uses this card, you can't even shoot squadrons if you shoot a ship which is pretty rough IMO.

The problem with TRCs on the Hammerhead and Salvation is that you are giving up one of your best long range defense options. Plus TRC is not quite as effective at long range against targets with evades unless you roll hot.

For Slaved Turrets on Scout Hammerheads? I feel like Slaveds are better than DTTs, too. The only reason you'd want DTT on a ship instead of ST is for the option of double-arcing and if there's one ship in the Rebel fleet that doesn't care about double-arcing, it's the Scout Hammerhead.
