Shouldn't Yogo Hiroue be in the banned list since he can bring a character from another player (which is not "your opponent") in the conflict ?

Hiroue can pull in any character whose eligible to be in the conflict, so only those controlled by your conflict opponent can be pulled in. The thinking is similar to not being able to pull in a - skill opponent.
