We have no idea of the mechanics but I'd take a guess that medium ships will use a 1 straight for decloaking, if they use anything at all.

And that unless the cloaking rules dramatically change (my proposal has been for a whil,,e that you can voluntarily drop cloak during the combat phase without decloaking, in order to make an attack) it'll still be mostly useless except on Quaddies.
