Whilst I don't agree with the rest of your thoughts on Hera or Rebels, she does also get schooled by Fenn. I used to think she should be a 6 as well but thinking about that 5 is probably fair. If Luke and Norra are 5's, Hera should be a 5 too.

This. She is definitely an inferior pilot to Vader and Fenn Rau, because she fails to stop the former and gets her backside handed to her by the latter.
She is good - and may have been involved in training Wedge but Wedge was an academy final year graduate before she met him; she may have taught him but didn't teach him everything.
I would happily put her at I5, but not I6.
Vult Skerris, by comparison, is a distinctly worse pilot than Hera (since he loses in a markedly superior fighter) so despite also being someone 'who trained wedge' I would put him even further down the chain at 4. That matches a Saber Squadron Veteran - i.e. an exceptionally competent 'nameless generic'.

You know... I'd take the last one even. Fine. Not in the game, because rebels don't need 4 max initiative pilots, but lorewise.
But the fact that she succeeds at pretty much everything, takes away from her achievements...
This is nothing, but lazy wish fulfilment of the most basic level. Badass Mary Sue character, best at everything.
Are there many like her? Sure. Sabine is even worse. But this shouldn't be the standard.
She constantly loses ships when flying fighters. She gets trashed by Fenn Rau when flying her A-Wing. she gets trashed in a X-Wing, and only in the Ghost she seems to be able to actually dish out ... which might be based more on her Astromech and herself keeping the ship tip-top instead of her amazing flying abilities.
Thrawn's plan outwit her as well.
And Rukh ... well, Rebels Rukh is not what he used to be.

And HIGHLY choreographed doesn't necessarily mean the choreography is GOOD.
