No, as there is no such thing as Status Phase timing for STM! ?

Shields to maximum! Must be declared at the start of the Ship phase.

So you start your turn, and you have an eng token already from last turn.

You set your dials (command phase) then slip into ship phase.

you spend your token on STN! And Exhaust Wulff to get the token back.

Wulff is then exhausted.

This means you can basically bank an Eng token turn one, and then spend the rest of the game doing commands other than eng (or if one comes up, resolving it as a dial) safe in the knowledge that you effectively have a token ready at the start of the turn for Shields to Maximum!

If you want to spend the token a second time, it means giving up the token for STM! Next turn, as there is currently no way to Double Exhaust Wulff in a turn, other than readying him with the Interdictor title, which is moot, as that ship cannot take Fleet Commands.

So, I think you meant ship phase that you could use the token to activate Shields to Maximum with the token, then you could exhaust Wulff to get the token back and when you activate the ship you can use the token to get a shield back or move two shields since this would be on the Cymon. Then at the Status phase you would ready (unexhaust) wulff so that he is ready for the next round.
