The only available ways to play X-Wing with other live people online are desktop based - Tabletop Simulator via Steam, and Vassal which is Java based.
iPads of a new enough model might be able to do the former (i don't know enough about iPads to comment authoritatively), but the latter is definitely desktop only.

Sandrem's work is pretty incredible. Still desktop based, though.
You can use a remote desktop app on your iPad to gain the view and control on a java-equipped desktop that runs Vassal......

Best way to play X-wing on an iPad is to use small based ships that have white or green hard 1's. Any other ship is liable to run off the edge. Adding little grippy tabs to the bases is also advisable as the glass surface tends to be very slippy.
Fly Casual has an Android APK but I found it hard to use. Could be better on a tablet than on a cell phone, though.
