Actually....that's a really great way to explain my thought process generally, so yes. It is. And thanks!
What I REALLY want though is to play against the most well run Tagge list out there so I can SEE what the believers are talking about. Or, at least watch a stream of it run so I can levy a more precise opinion....Just hard to see through all this muddy water....

Yes, you're right. To be "Tagge" thematically, it should instead read:
At the start of the third round or the fifth round, each friendly flagship may recover 1 of the Commanders that its player discarded during fleet planning.
Tagge could work every round, and people would still take sloan or darth or motti by preference if they suit the list. I think this is a common issue with a lot of admirals. Tarkin and leia are in the worst spot.
