Yes, although based on the timing I think you may need to change the hit to a crit before you spend the target lock.

Played with proxies tonight and this came up. He needed to reroll but didn't have a hit to change. We decided he couldn't change it after as he no longer had the trigger (the lock).
It shouldn't come up often - especially with Vader.
You can spend the lock with ATC but not FCS.
Since my image capture picked up Ruthlessness as well, I reread it...
So if you are able to put a ? on another ship because it is close enough to your target, you ALSO get a GC-esque die conversion on the attack on your original target! That is awesome!
Ruthless seems pretty questionable in value to me. It's better than the old one, but the payback for it is low and the oppotunity cost high, assuming it occupies the same slot as e.g. predator.

Yeah, not a fan of the new ruthless. If it just did a damage to each ship then that might be okay, but using your EPT to gain the opportunity to damage your own ship to mod one die doesn't seem super great. It had better be **** cheap.

In a vacuum, sure, seems kinda lame.
In a situation where you've got the Range 1 shot lined up with Quickdraw, though, I'll absolutely trigger my own double tap and get a free mod out of it.
(Ah, they will probably nerf Quickdraw

Quickdraw can't take Ruthless, nor can any of her squadmates.

Ruthlessness is Empire only.... so you cant use with quickdraw in any way.

I would still gladly damage one of my nearby TIE fighters if it meant I had a higher chance of wiping out an opposing Quickdraw's shields in one attack. It's definitely situational, but also very thematic. All these "bad" upgrade cards are making me excited for Second Edition. Clearly, they are trying to tone down combo-wing, which can only be a good thing, in my opinion.

I agree that you're right, given the faction operations that I overlooked.
I'll also highlight that the specific QD example was not really the point unto itself.
There are/will be situations where Ruthless is useful, despite that it sounds bad as written.
