In 1.0 just having the ability to take an upgrade, even if you didn't do so was figured into the point cost of the ship. Which led to things like "Chardan Refit." do you think there will be opportunity costs sunk into empty upgrade slots in 2.0?

Had to say. There was mention of some upgrades being more expensive on different ships, maybe they baked the slot costing into the upgrade itself.
Upgrade combos are always going to be more powerful than each upgrade on its own, just look at k-wing or scurgg for that.
So if you don't pay for the ability to make combos by making the ship more expensive you have to make it so that taking more upgrades increases the cost of futher upgrades. The app will make that possible but it can easily become a complicated system, specially as it's supposed to be possible to make lists from printed pdf not just through the app.

Also just having good slots isn't enough to be busted. You need a busted statline, dial, and/or pilot ability

As an example, the TIE Punisher is junk but the K-wing (read: Miranda) is stupid broken.

Indeed. There is, in late 1.0, a net cost to some upgrade slots.
That's because they charged you for them in early 1.0 and hence kind of needed to justify them later on, which they largely did with 'free upgrades'

None of those upgrade cards are, in theory, that powerful by themselves. But being able to equip multiples of them definitely detectably upgrades the effectiveness of a ship.
Provided 2.0 either removes 'free auto-includes' or bakes them into the ship stats by default, then there should not need to be any cost associated with a slot itself.
