I really don't want to see the Emperor in this game. He just doesn't make much sense in a skirmish level game. But I do think there are lots of options for more or less powerful force users. There's the 4 named Inquisitors from Rebels, as well as Ezra, Kanana and Ashoka. And as Themoaningwhale said, possibly even Obiwan or alt versions of Luke and Vadar.
So what's next?

The rule only applies to neutral upgrades. If the upgrades are Imperial-only or Emperor-only then there doesn't have to be parity on the Rebel side. That said, I could definitely see old Obi Wan added as a Rebel force user.

I could see him as being part of a special scenario. Rebels board his personal ship. Or his shuttle crashes and Rebels race to capture him. or Luke faces him in the throne room. Any of those could be fun.

Sure. Rebels get Ewoks, Empire gets Ugnauts, Jawas are neutral units both can hire and all three come with attack Porgs.
I don't think they need Imperial naval troops. We have fleet trooper and scouts that both have range two. I expect to see other troopers that have range 3. It would be cool to see death troopers, but we could have royal guard (melee?) and wookies. I just don't see wookies just yet.

I suspect it won't be so much "Need" as "They appear in the movies, so they'll get a release." I'm not sure what will differentiate them though (aside from different special weapons). Similarly, I'm sure we'll see Sandtroopers and Hoth rebel Troopers, but I'm not sure how they'll be different from regular Storm Troopers and Rebel Troopers.

Naval Troopers will be the counter to the Fleet Troopers weilding a 2 white dice gun with black defence die and defenseive surges.
The Echo Base Troopers will be the counter to the Snowtroopers, stealing the 1 speed+steady combo, while using the regular 1 black rebel gun and gaining black defense die.

So if they're gonna release the emperor with a bunch of cool new powers they either have to break this rule or release a new rebel force user at the same time. Which wouldn't be too hard. Ahsoka was my first thought. But they also have Kanan and Ezra. And of course they could go nuts and give us Yoda. But as it stands, they seem to want to stick with the movies for the early releases. Which is why I don't expect to see Kalus or any of the other Rebels characters until they have milked the original trilogy a little longer. They have already kind of broken the rule of mirroring the releases. By releasing an operative opposite a commander they have shown they don't need to perfectly match each other. I agree Chewie will be the next Operative, it is the only thing that makes sense. And there aren't a lot of notable Imperial commanders. Of the big names in the movies Tarkin and Palpatine are the only ones I can think of off hand.

2) Krennic (3rd Imperial Commander) [will introduce counterintelligence abilities]

5) Imperial Assault Tank
6) Rebel Heavy Unit...a tank? This is the only option of which I'm uncertain.
7) R2-D2 / C-3PO (Support)
? BT-1 / 0-0-0 (Support) [Alternatively, Probe Droids]
9) E-Web (Imperial Support, stationary)

That's true about the mirroring. I'm kind of hoping though that Chewbacca will have boba's generic cards and the eventual 3rd imperial commander will have han's. I don't really care about 1:1 mirroring, I think if everyone has access to the same exact units that would be pretty boring. I just hate the idea of having to buy expansions you don't want for units you won't use just to optimise your army.

I predict we'll get Chewbacca as a Rebel Operative, and some character as a third Imperial Commander (FFG-canon Kayn Somos or Agent Blaise?). Then if I had to guess we'll get an additional support unit for each faction (maybe some droids, or turrets). Then cycle through additional corps, SF, heavies, etc.
I *want* to see dewback riders (maybe Captain Terro as commander), tauntaun riders, Rebel droids and probe droids, Jawas and Bantha riders ... anything we've seen on screen.
It's pretty clear they're mining Ep 4-6 for all they are worth at this point...if we see FFG-Canon nonsense in this game this early, I'm gonna flip the goddamn table.
Whenever they branch out from the Holy Trinity, I'm guessing it will be Rogue One/Rebels stuff, as that is thematically closest to those movies.
They'll hit prequel stuff for the factions expansions.

Where I thought some characters were going to be 'support' instead of commanders, it seems operatives will fill the role of single character that is not a commander. Chewbacca definitely, not sure about Kennic. I was leaning towards Moff Jerrold as the next release never thought it would be Fett. I think we could use core, support, heavy and vehicles, so no real prediction on what FFG will release next. I do expect more operatives after this next round. I see three commanders and three operatives per side to allow some options. That goes for the other unit types too, at least two of everything.

6 - perhaps a DF.9 could be a heavy choice (given a lack of combat vehicles).
13 & 14 - I'd expect these to be Special Forces.
I'd like to see a unit of Political Officers that you buy as a Support slot, that contains 3 minis - but when you deploy them you can put them individually into Core units and they provide a single re-roll to your Rally step (and an extra wound to the unit).
