That depends on whether exhausting is part of the cost to use it. Scrying or Alchemical Transmutation, for example, could not be used. Shriveling could. Mostly, Angered Spirits force the exhaust so that you can only move one charge at a time from a given spell.
Edit: rereading the question, maybe I misunderstood. If you're asking whether you activate the spell when exhausting and moving a charge to Angered Spirits, then no. It's just sucking up a charge.
