Should Norra typically TL her target (Aggressive), Or someone who will shoot her (Defensive)? I know it is usually a judgment call, but what do you do when in doubt?

Entirely situational. Norra is typically a regen hammer. She's meant to murder things, tank damage and use the rear arc to plink away while she regens shields. If she is your primary offensive threat you roll her into range of something and light them up by burning the TL + Focus for more hits.

Weapons Engineer says to do both.

When I doubt, i’d say defense. It’s actually kind of like classic Fel. You go after a target, then after you take damage, you turtle up. If Norra has R2-D2 and C-3P0 on board, she can have some serious damage mitigation going on.

offense always. But I run her very offensively (VI/Rey/title/Flight assist) so it doesn't make sense for me to use it on defense, even though I have (evading a kylo crippling crit).

Alliance overhaul, expertise, tail gunner, r2-d2 will give you 39 points. yw.

My list is Norra with PTL, BB-8, Kyle, Title, and EU; Luke with Predator, Refit, R2-D2, IA, and S-Foils; and "Hobbie" with Refit, TA, IA, and S-Foils at 98 points.

I'd always use it ofensively and fly her with TS/Finn/AO by default, then if I got some squad points left I add something for damage control (R2-/R5-/C3-)

Did she preserve her unique ability from X-W1.0 to 2.0?

And couldn't agree more regarding the fact that would be nice to have her back in an ARC for 2.0

For me it depends on the situation, but usually I am using her offensively. Lately I have running her with Predator/R2-D2/Title/Rey/VT. Her with Fenn Rau and Braylen is a amazing combination. The few times I do use her ability for defense is if I can't be risky with her, also throughs my opponent for a loop that she can be used for defense.

Also on the thought if Norra is a Arc pilot still in 2.0 I hope so, if she isn't I will be singing Baby Come back for a while...

Ok, It seems that Attack is the consensus here, Unless you fly with R2/3PO.
