Anyone know if the 1.0 maneuver dial upgrade can be use with a 2.0 ship dial ?

They appear to be identical.

It was mentioned in the streams by the devs that the new dials are compatible with the existing dial upgrade kits, and also that they are continuing to sell the upgrade kits.

Do you know which stream specifically?

So the 2.0 dials are about the same diameter as the 1.0 ones?

My guess is the part with the actual maneuvers on it is the same diameter as the 1st Ed. They go in the accessory dial covers after all.

But the new dials out of the box will overall be bigger.

I don't recall. I think it was Frank that mentioned it, in one of the demo games after the in flight report.
