Not necessarily. The more difficult mechanic could yield stronger results to offset the risk.
And my post was about the futility of comparing pilot costs based on a 1v1 matchup. In a perfectly balanced game, equivalent pricing between two pilots does not guarantee an even 1v1 matchup because it is not a 1v1 game.
