Official Tournament Rules?

Now that the Regionals are here, I'm asking, are there any official tournament rules for them?

To cover things like pairing system, penalty policies, number of matches in every round (and the use or not of a sideboard), scoring system and tiebreaking. If there's going to be a competitive ladder system (going from regionals to nationals to continentals), shouldn't this be standarized?

I have a hunch that they're working on such a document, because they just published new tournament rules for A Game of Thrones last week.

Curiously, the AGOT tournament rules require cards to be sleeved, which has never been a requirement in the past. Part of the rationale given is "to protect [players] against accusations of marking or manipulating decks by the size of their cards." Since I haven't heard of any problems with AGOT cards being wrong-sized like the Warhammer battle packs, I interpreted that paragraph as a sign that the author was working on tournament rules for Warhammer at the same time.

Makes sense. In every MTG tourney I've played in, your cards have to be sleeved. Too many people want to throw the "marked cards" excuse when they lose. Doesn't really bother me much as I sleeve my cards anyways to protect them from damage and I find it easier to shuffle. If it eliminates possible qualms, then I'm all for it.

At least in the A Clash of Arms cycle, cards were not exactly cut alike. If you stack them all, you can see the differences between chapter packs. And after the Gencon Warhammer Invasion Core cards cut incident, that could be expected.

Makes sense - even if the incorrectly cut cards issues isn't as wide-spread as many claim it is, it's still an issue for tournament play and one that probably should be addressed.
